		<description>Well, JSTOR began as a grant-based project: let's find more money to make it open access. Gates Foundation, or Scaife Foundation, or Gilder-Lehrman, or something. At the very least, we ought to be able to come up with someone willing to cover the costs for low-income institutions: Harvard's pretty flush right now, and in an open-access mood.

e-publishing is dirt cheap compared to print publishing: ASPAC maintains its e-journal for under $500 a year. I've heard rumors about peer reviewers getting paid, but never actually seen evidence of it (except for textbook review; that's a commercial transaction): most of us consider it a professional obligation rather than a revenue stream.</description>
